PUC Waterline Extension Project Documents Officially Handed Over


The Pohnpei Utilities Corporation (PUC) officially received the project documents for the PUC Waterline Extension Project during a handover ceremony held on Friday, October 10, 2025. The event marks a significant step in the ongoing effort to enhance access to clean and reliable water services for communities across Pohnpei.
The ceremony, emceed by Bejay Obispo, began with an opening prayer followed by a series of remarks from key partners.
Leading the lineup of speakers, T.H. Emerson Eperiam, Luhkenmoanlap Kitti delivered opening remarks on behalf of the local government and traditional leadership. He highlighted the shared commitment to improving essential services for the people of Kitti and neighboring communities, emphasizing that access to clean water is a fundamental need for all.
Mr. Daniel Isaac, Director of the Office of Transportation & Infrastructure (T&I), followed with remarks expressing appreciation for the collaborative effort behind the project and reaffirming the State Government’s commitment to investing in infrastructure that directly benefits the people.
He was followed by Mr. David Hawkins, Acting Manager of the Pohnpei Project Management Office, who provided historical context on the project, noting the years of planning and coordination that led to this milestone.
PUC CEO Mr. Nixon Anson expressed his gratitude for the strong partnership between state agencies, traditional leadership, and the utility corporation. He noted that the project will support PUC’s mission to expand and improve the island’s water system, improving service and reliability for the communities it serves.
The Honorable Stevenson A. Joseph, Governor of Pohnpei State, delivered remarks highlighting the significance of the project. He thanked ABCOR & Larry Adams, the Office of T&I, and Mr. David Hawkins for their support and efforts on the project. The Governor acknowledged that while the project had been delayed, the handover of documents marked a major step forward. He emphasized the importance and benefits the completed project will bring to the communities of Kitti and shared his vision for improved water management and distribution, including the strategic placement of reservoirs to serve all communities efficiently and sustainably.
The ceremony was attended by Lt. Governor Herolyn Movick, Chairman of the PUC Board of Directors Joseph Felix Jr., as well as Nan Madau en Pehleng Mr. Dahker Daniel, PUC Board members Casiano Shoniber, Cindy Ehmes, Hainrick Panuelo, PUC personnel Leeron Airens and Trevayne Esiel, and others who joined in witnessing this milestone event.
The official handover of the project documents was conducted by Mr. Larry Adams, ABCOR to Director Daniel Isaac on behalf of the Office of T&I, Lt. Governor Herolyn S. Movick, and received by PUC CEO Nixon Anson. The handover was witnessed by Governor Joseph and T.H. Emerson Eperiam, Luhkenmoanlap Kitti.
The PUC Waterline Extension Project is expected to benefit hundreds of households in Kitti Municipality and surrounding communities, improving access to safe drinking water, supporting public health, and reducing water service disruptions. The project also strengthens Pohnpei’s overall infrastructure resilience and supports the island’s growing population.
The ceremony concluded with a group photo session and refreshments, celebrating this meaningful milestone in advancing public infrastructure development in Pohnpei.
