Mid-Term Review of World Bank Road Projects in Pohnpei

Kolonia, Pohnpei: October 15, 2025 - Acting Governor Herolyn S. Movick, Attorney General Belsipa Mikel-Isom, Acting PMO Manager David Hawkins, and Dayne Iehsi from the FSM Project Management Unit recently attended a Gubernatorial Mid-Term Review for the World Bank-funded SCORE and PRIME road projects. Officials from Yap, Chuuk, and Kosrae joined online.

The review highlighted delays in the projects, with PRIME 21% funded ($40M) and SCORE 11% funded ($35M), and discussed strategies to make the most of the remaining time before funding ends in August 2028.
Acting Governor Movick emphasized the need for better coordination between national and state governments to ensure the projects move forward efficiently, as the benefits directly impact communities in Pohnpei. T&I Administrator Daniel Isaac also noted the importance of avoiding further delays.
The meeting addressed:
Faster procurement and design processes
Regular monthly updates to governors
Using existing soil data to speed construction
Stronger collaboration between the national and state levels
Community support for the Blue Nile roundabout
These projects aim to improve road safety, connectivity, and climate resilience, bringing lasting benefits to residents and communities across Pohnpei.
