Governor Stevenson A. Joseph and Director Stanley Etse Strengthen Educational Ties with Hawaii’s Pearl City High School, Advance CTE SEE Project Through National Collaboration

HONOLULU, HI – Governor Stevenson A. Joseph, together with Pohnpei DOE Director Stanley Etse, joined a Pohnpei education delegation to participate in the National Career Academy Coalition (NCAC) Workshop and school visits in Hawai‘i from October 20–22, 2025. Also attending were CTE Coordinator Dennis Poll, Principal Steven Seiola, Vice Principal Rolter Olter, and representatives from Pohnpei’s Career and Technical Education (CTE) SEE Project pilot high schools.
The delegation explored best practices in high-performing career academy models, including:
• Integrated career pathways
• Strong industry partnerships
• Student mentorship programs
• Work-based learning opportunities
• Data-driven student achievement strategies
As part of the workshop, Governor Joseph and Director Etse toured the award-winning Pearl City High School career academies to see firsthand the school’s innovative approach in preparing students with workforce-ready skills and industry-recognized certifications.
During the visit, Governor Joseph and the Pohnpei delegation were warmly welcomed by Senator Michelle N. Kidani, Vice President of the Hawai‘i State Senate and Chair of the Senate Committee on Education, together with Hawai‘i State Department of Education Superintendent Keith T. Hayashi.
Both leaders expressed their strong support for closer collaboration with the Federated States of Micronesia and highlighted the importance of strengthening educational pathways for FSM students living and studying in Hawai‘i. The Governor thanked Senator Kidani for her leadership and commitment to supporting Pacific Islander students and communities.
A special meeting with NCAC leadership and the Hawai‘i State Superintendent explored additional collaboration opportunities, including expanding employer partnerships in Pohnpei and enhancing professional development for teachers to fully support the SEE Project’s implementation.
Governor Joseph and Director Etse expressed gratitude to Senator Kidani, Superintendent Hayashi, Pearl City High School students and staff, and NCAC partners for their hospitality and for sharing proven approaches to elevate student success.
Governor Joseph’s participation in the NCAC Workshop follows his involvement in other major regional education and development forums, including the 53rd Meeting of the Committee of Representatives of Governments and Administrations and the 13th Conference of the Pacific Community held in Tonga. His ongoing engagement reaffirms Pohnpei State’s commitment to building strong educational partnerships and ensuring Pohnpeian students are prepared for future opportunities in the workforce.
