KOSRAE, FSM — Governor Stevenson A. Joseph has successfully concluded his participation in the 4th Chief Executive Council (CEC), joining President Wesley W. Simina and fellow leaders for three days of high-level deliberations. On behalf of the Joseph-Movick Administration, the Governor signed a joint communique and eight resolutions to move the nation forward.
A Unified Vision for Progress
In his closing remarks, Governor Joseph expressed profound gratitude to Governor Tulensa Palik and the people of Kosrae for their hospitality. He emphasized that under the Joseph-Movick Administration, Pohnpei remains a dedicated partner in national building.
"Pohnpei State stands in full solidarity with the resolutions reached during this summit," Governor Joseph stated. "We are not just signing papers; we are committing to the future of our people."
Key Policy Endorsements
The Governor highlighted several critical areas where the Joseph-Movick Administration will take an active role:
Financial Resilience: Full endorsement of IDA21 and blended financing to tackle climate change and economic shifts.
Youth & Sports: Pohnpei is proud to host the 2027 FSM Games. The administration views this as a vital investment in our youth, with state-level fundraising already a priority.
Education: Continued support for the IQBE project, integrating its successes into a curriculum that prepares children for a globalized world while keeping them rooted in their heritage.
Self-Reliance: The launch of the FSM Strategic Development Plan (SDP) marks a historic milestone in the administration's roadmap to self-reliance.
Infrastructure and Tax Reform
Addressing infrastructure, Governor Joseph noted that while he has often advocated for the benefits of recentralization, the Joseph-Movick Administration recognizes the spirit of the Council’s consensus. He pledged support for any management framework—centralized or decentralized—that delivers fast efficient implementation results, accountability, and quality.
On Tax Reform, the Governor reiterated the administration’s stance:
"Meaningful consultation within Pohnpei is paramount. We must ensure that any transition is transparent, fair, and reflects the unique economic landscape of our state."
