Pohnpei, Micronesia – October 1, 2025 – Governor Stevenson A. Joseph met with executives from Dayang Seafood and One Pacific Airways to advance discussions on establishing One Pacific Airways as a new inter-island airline with Pohnpei as its hub, alongside a proposal to launch an aviation training school in the state.
This latest meeting follows an earlier presentation to the Pohnpei State Government by Mr. Aspen Apis, Public Relations Liaison for One Pacific Airways, who outlined the airline’s vision to strengthen both domestic and regional air service in the Federated States of Micronesia (FSM). At that time, One Pacific Airways anticipated operating a Dash 8 aircraft. Plans have since evolved, with the airline now preparing to introduce a modern Embraer Regional Jet (ERJ), offering greater efficiency, comfort, and range.
The October 1 meeting was attended by Chih Wang, CEO of Dayang Seafood and One Pacific Airways; Alexander Purges, COO of One Pacific Airways; Jean Marc, Chief Pilot; Lupa Palsis, General Manager of Dayang Seafood; Jay Liu, Southeast Asia Representative for Dayang; Robert Sigrah, Agent for Dayang Seafood; and Grilly Jack, General Manager of the Pohnpei Port Authority.

Expanding Air Connectivity: One Pacific Airways will complement existing carriers by offering inter-island passenger and cargo services, closing critical gaps in FSM’s air transport network.
Aviation School in Pohnpei: Plans are underway to establish a training academy for pilots, mechanics, and aviation administration staff, ensuring Micronesians can build long-term careers in the sector.
Economic Growth: Improved connectivity will strengthen seafood exports, enhance tourism, and create new opportunities for local businesses and fishermen.
Infrastructure Needs: Investment in hangars, maintenance facilities, and other support systems in Pohnpei will be vital for sustained aviation growth.
Community Benefits: The airline also envisions providing search and rescue, maritime surveillance, and medical evacuation services—directly benefiting island communities.
Governor Joseph’s vision for Pohnpei aligns closely with that of One Pacific Airways: to establish the state as a hub for inter-island travel while ensuring outer islands are connected with reliable, affordable, and essential air services. He emphasized that such connectivity is vital for economic development, community well-being, and resilience across the FSM.
Dayang Seafood, the parent company of One Pacific Airways, is already deeply invested in the FSM with extensive fisheries operations in Kosrae and plans to develop a resort in the near future, demonstrating its long-term commitment to the region’s economic growth.
